Sky Brightness Photometer

This report explains the design development of, and includes the operation manual for, a Sky Brightness Photometer developed by NCAR. This photometer was developed to make continuous measurements of atmospherically scattered light at a position close to the edge of the solar disk. Two prototype instruments were built and tested at NCAR.
