Scientific Justification and Development Plan for a Mid-sized Jet Research Aircraft

This document serves to substantiate the strong recommendations received from the scientific community that the acquisition of a mid-sized jet should be NCAR's highest priority for aircraft fleet development to best serve the needs of the atmospheric sciences during the remainder of this century and beyond.
